Government House,

Hongkong, 9th March, 1909.

Referring to my Despatch No. 7 of

the 8th January, 1908, I have the honour to transmit a

letter from Dr. C. M. Heanley supplementing his previous

application for promotion in the Colonial Service.

2.

Dr. Heanley's work, as stated in the

above-mentioned Despatch, was performed in a

satisfactory manner. His work has, however, been consider-

ably interfered with by persistent ill-health and he would

seem to be ill-suited for service in a tropical climate.

I have the honour to be,

My Lord,

Your Lordship's most obedient,

humble servant,

Lugard.

Governor, &c.

LORD CREWE
